Buying a commercial vehicle can be difficult for someone who does not have enough money to make a down payment or arrange other costs. The MUMKIN Scheme was introduced in Jammu and Kashmir to help unemployed youth enter the transport sector and earn a livelihood through a small commercial vehicle.
The scheme is part of Mission Youth, J&K. It provides financial support towards the purchase of an eligible vehicle, while the remaining amount is financed through a bank.
MUMKIN is mainly aimed at young unemployed people between 18 and 35 years of age who want to work in the transport sector. The applicant must meet the other conditions of the scheme, including the domicile and driving-related requirements.
What is the J&K MUMKIN Scheme?
MUMKIN is a livelihood generation scheme for unemployed youth in Jammu and Kashmir.
Under the scheme, eligible applicants can get assistance to purchase a small commercial vehicle such as a load carrier, taxi, mini bus, tempo or another eligible vehicle used for commercial purposes.
The scheme helps applicants finance a commercial vehicle without arranging the full cost from their own savings.
The scheme is implemented through Mission Youth with the involvement of banks, vehicle manufacturers and district-level authorities.
How Much Support Is Available Under MUMKIN Scheme?
The financial support is linked to the on-road price of the vehicle.
Under the current information available for the scheme, Mission Youth contributes ₹80,000 or 10% of the on-road price of the vehicle, whichever is lower.
The vehicle manufacturer also provides an upfront discount equal to the Mission Youth contribution. Recent information on the scheme states that the banking partner can finance up to 100% of the on-road price of the vehicle, subject to the bank’s normal assessment.
For example, if 10% of the vehicle’s on-road price is less than ₹80,000, the lower amount will apply. The exact loan and vehicle terms are handled through the concerned bank and scheme process.

Who Can Apply for MUMKIN Scheme?
The scheme is intended for unemployed youth who want to establish a livelihood in the transport sector.
The main eligibility conditions include:
- The applicant should be a domicile of Jammu and Kashmir.
- The applicant should generally be between 18 and 35 years of age.
- The applicant should be unemployed.
- The applicant should have a valid driving licence or arrange a driver with a valid licence, depending on the vehicle and applicable requirements.
- The applicant should meet the conditions relating to previous government assistance or subsidy.
- The applicant should provide the documents required under the scheme.
The District Employment and Counselling Centre in Reasi lists these conditions for MUMKIN and also mentions an undertaking regarding previous financial assistance and employment status.
Meeting the basic age and domicile requirements does not automatically mean that the application will be approved. The proposed vehicle, documents and other conditions are checked during the process.
What Type of Vehicle Can Be Purchased?
MUMKIN is focused on small commercial vehicles used for earning a livelihood.
Depending on the approved category, this can include vehicles such as:
- Load carriers
- Taxis
- Mini buses
- Tempos
- Other eligible small commercial vehicles
The exact vehicle available under the scheme can depend on the current list of approved models and scheme partners.
Applicants should therefore check the latest vehicle options before finalising their choice. Older district notices may contain vehicle models or conditions that are no longer current.
What Documents Are Required?
Applicants need to submit documents including proof of identity, domicile, age, employment status, and eligibility.
Common documents mentioned in J&K district information for MUMKIN include:
- Domicile Certificate or Ration Card
- Birth Certificate
- Applicant’s Driving Licence
- Driver’s Driving Licence, where a separate driver is being used
- Affidavit
- Unemployment Certificate
- Applicant Photograph
How to Apply for the J&K MUMKIN Scheme?
The scheme is operated through the J&K online services system, with district Employment and Counselling Centres involved in the process.
Here is how the application process works:
1. Check Your Eligibility
Before starting the application, check your age, domicile, employment status, and driving licence requirements.
Also make sure you have not already received assistance or subsidy under another self-employment scheme where the MUMKIN rules restrict such assistance.
2. Prepare the Documents
Keep your domicile proof, birth certificate, driving licence, unemployment proof and other required documents ready.
If you plan to use a driver, keep the driver’s licence details available as well.
3. Submit the Application
Use the current J&K online application facility provided for the MUMKIN scheme.
Enter your personal information and vehicle-related details carefully. The name, date of birth and other details should match the supporting documents.
4. Upload the Required Documents
Upload the documents requested in the application.
Before submitting, check that the uploaded copies are clear and readable.
5. District-Level Processing
The application is examined at the district level as part of the scheme process.
The concerned authorities check the applicant’s eligibility and the proposed vehicle before the case moves forward.
6. Bank Processing
Once the application is approved through the scheme process, the case goes to the banking partner for loan processing.
The bank still carries out its own assessment before the loan is sanctioned.

Does MUMKIN Scheme Give a Free Vehicle?
No.
The vehicle is not simply handed over to the applicant without repayment.
The scheme combines government support, manufacturer support and bank finance to make the vehicle purchase possible.
The applicant is responsible for repaying the loan according to the terms agreed with the bank.
This is an important point to understand before applying. MUMKIN is a livelihood and financing scheme, not a free vehicle distribution program.
Is a Down Payment Required?
One of the features of the scheme is that eligible beneficiaries can get financing without arranging the usual initial margin from their own funds, subject to the scheme and bank conditions.
The Reasi district administration describes MUMKIN as providing no down payment or margin money, collateral or guarantor requirement for availing the bank loan under the scheme.
Applicants should still check the latest terms with the concerned bank because banking requirements and approved vehicle arrangements can change.

What Happens After the Vehicle Is Approved?
Once the bank completes the loan process and the vehicle is purchased, the beneficiary is expected to use it for the approved livelihood activity.
The vehicle should be used for the purpose for which assistance was provided.
The applicant is also responsible for meeting the normal requirements connected with operating a commercial vehicle, including the applicable licence, permit, insurance and other transport-related requirements.
Things to Check Before Applying
A few checks can save time when preparing the application.
- Make sure you are a J&K domicile.
- Check that you fall within the 18–35 years age group.
- Keep your driving licence ready.
